ROLO - Landscape Operatives TrainingThe ROLO Landscape Operatives Training health and safety module allows operatives to gain the required level of competence to enter the Register of Landscape Operatives. The Department of Trade & Industry made it a duty of care that all trade bodies ensure that their members were adequately trained in health and safety and that all employers should show that personnel are properly trained. The ROLO Scheme (Registration of Land based Operatives) is open to anyone who works in the Land based Industry.

Aims of the Scheme

○ Provide a means of identification
○ Keep a record of workers in the land based industry who have achieved a recognized level of competence
○ Raise the standards of health and safety to reduce the risks and accidents throughout the industry
○ Encourage employers to use only ROLO card holders who have accredited health and safety training

The National Highways Sector Scheme 18 (NHSS18) is the customised management system for landscaping and the environment (including ecology), and is mandatory for all contractors working for the Highways Agency. From 1st May 2009. New contracts will only be awarded to those who have SSD18 accreditation.

NHSS18 reflects requirements embodied in EN ISO9001:2008 Quality Management system with specific relevance to landscape construction and maintenance, arboriculture, environmental management and pesticide application.

The scheme aims to ensure that companies working on roads have a trained and competent workforce. Sector Schemes are designed to provide an industry benchmark, ensuring all processes are planned, and demonstrate continually improving standards, promoting confidence in quality management systems by provision of a robust transparent system.

Blue Skilled Card (two routes of entry):

Route 1: Completion of a NVQ level 2 within the past 5 years - evidence of pass certificate is required. If the applicant completed their NVQ over two years ago, they are required to undertake a ROLO health and safety course. This is also applicable for renewals.

Route 2: Attendance of a ROLO health and safety course. The ROLO-Landscape Operatives Training is a one day (7 hours) approved health and safety awareness course. The course is required to have been completed less than 2 years before application. This course is suitable for personnel employed in the landscaping and grounds maintenance industries.


Course Content:

○ Why and how accidents happen
○ Relevant legislation
○ RIDDOR
○ Control measures, including risk assessments & method statements
○ Regulations including working at height, noise, vibration, manual handling, PUWER, COSHH, Electricity, CDM
○ Underground and overhead services
○ PPE (Personal Protective Equipment)
○ LOLER
○ Fire safety
○ Lone working
○ Environmental awareness & protection
○ Assessment (multi-choice examination, the pass mark is 75%)

Objectives:

○ Have an understanding of Health and Safety Legislation
○ Be able to apply the legislation to their workplace
○ Recognise site hazards they may encounter at work and the control measures that may prevent injury
○ Understand the health hazards they may be exposed to at work
○ Identify sources of other information Understand the impact of their work activities on the environment

Completion:

On successful completion of the course, a credit card type certificate (including photograph) will be issued to the candidate. This is valid for 5 years. Any other relevant training, eg NPTC Pesticide, chain saw, ride on mowers, etc, will also be acknowledged on the card.
